The UK government has confirmed that the next generation of the Energy Company Obligation scheme — ECO5 — will launch in April 2026, and is expected to run for 8 to 10 years. With a projected multibillion-pound budget, ECO5 will continue the mission of its predecessors: tackling fuel poverty, cutting carbon emissions, and transforming the energy performance of UK homes.

🔍 What Is ECO5?
ECO5 is the forthcoming phase of the UK’s flagship energy efficiency scheme. Set to run well into the 2030s, this long-term programme will drive investment in whole-house retrofits, helping residents reduce energy bills and live in warmer, healthier homes.
Like previous phases, ECO5 will place legal obligations on large energy suppliers to fund improvements for low-income and vulnerable households, but this time over a much longer period — giving property owners and delivery partners the certainty needed to plan meaningful, lasting change.
🏠 Who Will Be Eligible?
While full scheme details are expected closer to the launch date, ECO5 is anticipated to retain and expand on key eligibility routes:

Low-income and fuel-poor households, including those not receiving benefits.

Homes with EPC ratings of D, E, F or G, especially off-gas grid.

Households referred under LA Flex schemes.

Tenants in private rented and social housing sectors.

ECO5 is expected to continue the fabric-first, whole-house approach introduced in ECO4, funding a range of eligible measures such as:

Low-carbon heating: First-time central heating, air source heat pumps

Renewables: Solar PV to generate low-cost electricity

Ventilation improvements, smart heating controls and draught-proofing
All works will continue to follow the PAS 2035:2023 framework — the UK’s gold standard for domestic retrofit.
